Frankly, you need to spend more time researching this subject to understand what you asked for. There is such a thing, but best reserved for scientific endeavors such as video you'll never capture again. The goal with such is "lossless" and the compression can be simply the use of WINZIP or such which is lossless.

http://www.moviecodec.com lists other CODECs you can try to recompress your video works and see if you will be happy.

I've been downloading a lot of .mpg, .mpeg, .avi, and .wmv files and it's starting to take a toll on my hard drive. Could someone please explain to me the best way to minimize the size of these files without sacrificing video quality. I don't care if I have to extract these files back to their normal size in order to play them. I would like this information so I can burn the files on DVD-Rs for later use on my computer. Thanks in advance!
