Could be better tuned. I started with my compare at http://cpu.userbenchmark.com/Compare/Intel-Core-i5-680-vs-AMD-Ryzen-5-1600/m3693vs3919

So it's not as if that's much more than double the speed so my bet is it's the usual Ryzen issues.

And no. I have yet to find W10 to be any slower or faster on the network HOWEVER BE SURE TO TURN THIS SETTING OFF: Read https://www.howtogeek.com/224981/how-to-stop-windows-10-from-uploading-updates-to-other-pcs-over-the-internet/

Now to recap what we do on a new Ryzen or other build.
1. The BIOS shall be the latest.
2. DUAL Channel RAM or you take a performance hit.
3. W10's driver update is disabled after the initial install then install the drivers in the order called out by the machine's maker or the motherboard maker.

Be careful with the antivirus choice since the versions that inspect all packets and files will eat into the performance. Try it with just Defender at first.
