Maybe a local college could be persuaded to make this? My bet is the backend would be some PC.

Hi people, I'm currently looking for a smart tv with specific features for my Nan.
My Nan has dementia and I have a few ideas of what I would like from a smart tv which would help both my nan and those who care for her.
Requirements.
1. Ability to limit volume. Preferably at specific times.
2. Skype capabilities which would allow my mum/ me to call my nan without her having to accept the call.
3. In screen Skype capabilities so my mum could watch a program 'with' my nan.
4. Ability to control the channel remotely.
5. Ability to control recordings remotely and play them remotely when we know she sat at her tv.
Understandably some of these ideas may seem a little intrusive but I have come to these decisions based on evidence and will explain more if you do so require.
Any help or advice is welcome.
