Looking for easy way to manage phone contacts via PC

I'm looking for a new cell phone that will allow me to connect my phone directly to my PC and edit and manage the contact info, and back it up on, or synch with the PC. Sounds easy right? But no, the new phones don't provide that capability. (I was editing cell phone contact info via the PC years ago.)

I just returned a new Windows Phone 7 because you cannot manage and synch the contact information via a PC (without going through cumbersome manual steps). You can automatically synch your music, video, and Facebook page, but NOT your contacts! ***?

Also, I'm NOT willing to do this via some WWW account. MS wants you to upload all your contacts to Hotmail, and Android wants you to upload them to Gmail. I'm not going to do that. Instead, I just want to manage it directly (and easily) from my PC either in some app or even with Outlook.You would think that the Windows phone would auto synch the contacts with Outlook but, no, it requires some kludgy manual process. Any suggestions on my options?
