Your choice in such things.

But above all, are your doing what you love?
Is the client paying for the work?
Are you doing what the client is asking for?

If you can answer yes to all three, you're good.

First you define what the needs of the website are.
Then you study the alternatives to make it.
Then you decide which of the alternatives gives the best/cheapest/most maintainable/fastest (your criteria here) result.
Then you make it in the tool you chose.

It might suffice to use Notepad to change your css-files.
If not, I'd use the same tools as it was made with to make it better. Might be easier than switching to a totally new tool.

Photoshop is just for editing photo's. Usually there is more to a theme than pictures.

Better still, try an organic growth. I use an organic growth for my blogging platforms and am seeing a rapid return rate even in low cost of investment.
A professional website means:
1. Graphic designers
2. Database developers
3. Script and Content Developers
4. Software Engineers
5. A Project Manager

Do you think it is worth it? Even so, then you need an equal amount of marketing budget and staffing.
Start from scratch? Well, start from personal blog, site, grow organically.
Does your client need such a site. Tell him or her, you have hired me for a day. This work is for a year. Nobody works for a year in today's reusasble world. We never reinvent the wheel.
