Looking for best gpu without bottlenecks

I have a system with an amd phenom 2 925 x4 OC'd to 4.1ghz a foxconn aloe motherboard 8gb of ram a generic ssd and a 450w psu that is nowhere near its limit with my current gpu which is a ATI Radeon xfx HD 5700 I'm looking for the best gpu I can buy that will work at full potential without being bottlenecked by the cpu motherboard or ram what would you guys recommend also I will be updating the ram specs soon

Shop for a gtx 1070 or a rx 480.

If that psu is a split rail thing it might be a problem.

Anyhow the 1070 or 1080 is today's near top of the line BUT if you put it on a UHD display, you'll need more of them.
