Linux, Unix, Windows NT? Makes a difference for available software.

my apologies for this cross post... (http://reviews.cnet.com/5208-10150-0.html?forumID=101&threadID=166624&messageID=1844409)
boss is looking for an answer.
I need to set up FTP access for clients for the consulting firm I work for. They've been hacked a few times (nothing serious, just someone proving they could). We're switching to Apache shortly but we also need to set up FTP access for clients.
The main thing we need is a secure solution. Doing the research for software just makes me more confused, so I wanted to see if someone could give me some advice. Our clients need to be able to access reports and what not that would tend to be too large for email.
Any feedback would be greatly appreciated! Thanks in advance!
