This is unlikely UNLESS the iPod is jailborkened.
There is no hardware access given to app developers. I know because I need Bluetooth SPP and even that is not available.
Here's what does work. Some wifi dongle from serialio.com and then some small micro and battery and whatever else is needed there. It's wifi so it's possible. But the price may cause those that are doing this as a hobby to not do this.

I've been looking for a while for a particular iPod Touch app, which would allow me to send electric signals current/voltage via the dock's pins, to, let's say a transistor, using, preferably, as much pins as possible out of the 28-pin dock.
I can't seem to find anything like that. It somehow surprises me since they claim to 'have an app for that'.
I got the scheme that i'd like to have, if possible:

One (preferably more) buttons send the info to the hardware as a push=turn on, push=turn off. Not like a pushbutton, but like an interruptor
Sends current to specified pins to trigger effect.
So let's say button 1 send to ground pin and pin 3, button 2 send to ground and pin 5, button 3...
