Looking for a digital camera with specific features

I need assistance in locating a digital camera less than $250 that has, at minimum, ALL of the following features:-
(i) Ability to take sharp/decent indoor pictures or pictures at night time or in low light,
(ii) An optical viewer,
(iii) Burst/continuous shooting mode over 2fps,
(iv) Fast shoot-to-shoot when flash is enabled,
(v) In camera red-eye removal,
(vi) Manual exposure option,
(vii) Optical image stabilization,
(viii) Optical zoom in movie mode,
(ix) Photo file format - At JPEG, and
(x) Wide lens to accommodate group/landscape pictures.
It is imperative that this camera accommodate fast continuous shooting, including when in flash mode.

I've subscribed to this one to see what you find.

As far as I know that shot to show at 2 FPS is likely to require some external flash unit. At less than 250 bucks I'd love to know of a camera that does all this and flashes two times a second. I usually see such in big external flash gear.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
