I personally use FlipAlbum to create an exact replica of the old paper photo album online, and it flips just like the real thing. You can easily add all the photos (scanned or straight from the camera) and other digital images within 3 simple steps. You can then rearrange the photos on the album pages. There is no limit to the number of photos you can place on a page, and there is no limit to the number of pages you can have on a digital album. The position of the photos will stay as when you last saved it.
Besides having the same look and feel, the digital photo album also offers me more (compared to the paper photo album) as I can add music and videos, and share it electronically with my friends overseas. I also use the free themes and borders to quickly enhance my digital photo albums.

Have fun!
I'm looking for a program that would allow me to organize hundreds of photos I've scanned onto my computer in the same way the hardcopies are in an old style photo album. I created folders with the photos organized by the decade they were taken and they currently appear in MS Picture and Fax Viewer. The only problem I have with it is that program MS puts the photos in order alphabetically and I don't want that. I can move the photos to the order they were taken, but if I ever had to reinstall the folders from my backup, they'd go back in alphabetically and I want to avoid having to rearrange all those photos. I just want something that would be a computerized version of an old photo album. I don't even need many photo editing tools because I have those in other programs. I've read the descriptions of many programs on the Digital Photo download section of CNET, but started to get a bit overwhelmed, so I thought I'd just ask for opinions. I have a HP d325 that's running Win XP Pro with an AMD Athlon 2800 processor. Thanks
