The movie mode you want is difficult to find.
If you discard the "relatively compact", you should look at the Konica-Minolta Z2 camera. It meets all your other requirements.
I used a Z2 at a wedding yesterday and the results were excellent. The powerful built-in flash covered the wedding party groups well.

I'm looking for an intermediate-level digital camera with at least 4 megapixels and is relatively compact. My criteria is, in order of importance:
-Solid image quality
-Low shutter lag
-Fast shot-to-shot time
-VGA 30fps movie mode
-Low color fringing
-No proprietary batteries
-$400 or lower
Any suggestions?
