Long delay between "Verifying username etc and completion

Hi All
I have Win98SE/P133mhz together with a Zoom USB 56K/V92 modem. On using dialup I get the "Verifying Username etc" quickly but it takes a good 2 minutes to complete the connection.
Can anyone help please.

Something you work with your dialup provider on. It could be hardware so be sure to test with another machine and modem just in case.

Thinking over this, I remember dialup on those machines to be sluggish. What happens if you try one of today's 1+GHz machines?

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
