Something damaged in Windows, it seems.

What I would do:
1. Restore the latest image backup of my OS drive (my data is on another drive).
2. Reset from the recovery drive I made. See https://answers.microsoft.com/en-us/windows/forum/windows_10/how-to-create-a-recovery-drive-for-reinstalling/58df9c7d-84de-4652-9952-8bac34abc6c5 . It's highly recommended to make one after each big feature update of Window.
3. Recover from the recovery drive (another option from the troubleshoot menu)
4. Reinstall Windows from the .iso I downloaded to do that big feature update.

If you don't have have that image backup nor made a recovery drive not that .iso you can downloiad it from https://www.microsoft.com/software-download/windows10
