It was simultaneously the most genius and the most insane proposal to prevent nuclear war: Before a president could authorize the killing of millions, he would have to personally kill one person with a knife.
“He has to look at someone and realize what death is — what an innocent death is. Blood on the White House carpet. It’s reality brought home,” read a 1981 paper by Roger Fisher, a professor at Harvard Law School.
