Could it be because 1 kilobyte = 1.024 bytes, so 1 Mb = 1.048.576 bytes and 1 Gb = 1.073.741.824 bytes? That makes a difference of 7,3% between Gb and billions of bytes.
Another way to see approximately the same info is from a command window. Type dir c: or chkdsk c: (followed by enter) and see what they report.
But you've got ample free space, so it doesn't really matter, I think. But, as you see, it's explainable.

Why is it that when I check my free space on My Computer Local Disk C, it reads:
Total Size 9.49 GB
Free Space 7.63 GB
but when I use Belarc Advisor it always reads more:
Total Size 10.19
Free Space 8.21
