I might try a couple of things:
1) Search for the usual bugs and pests with these tools:

2) SFC/scannow to repair any system files gone awry.
3) Repair install of XP as a last resort after first backing up any needed files off the machine .
I am having a problem with Windows XP Home Edition with Service Pack 1.
Problem:
When attempting to get the properties sheets for my Local Area Connection (by right clicking Local Area Connection and left clicking Properties) the
Properties Sheets are not displayed as they had been previously. Instead, a Windows error report is generated which I have sent to Microsoft without
receiving a solution back from them.
As you are aware, you need to be able to access the properties for the local area connection in order to configure various aspects of same. In the past, I
was able to access these properties but for about the last 2 or 3 months, I have been unable to access same for reasons unknown. I have attempted to find the cause and solution for this problem, all to no avail. I have posted the problem on various user boards, tech sites, etc. as well as searched the Internet and Microsoft's web site without success, so now I am turning to you.
Perhaps I have some missing Windows XP files or corrupted files;perhaps some required "services" are stopped or disabled. I am unable to determine the cause of the problem and the required fix. Please note that my local area connection is operational and working fine. I just can't access the properties should I need to make configuration changes.
