I noticed today that the TV I was getting ready to purchase, the LN40A650 was discontinued. Does anyone know the next model that is replacing the TV?

Any idea if the pip issues will be resolved in the 09 televisions?

No, the PiP functionality will not be improved to the best of my knowledge on the new models.
To get the PiP functionality (at least, how it was 10 years ago), you're going to need dual tuners, and this television will not have two tuners.
I wish I had a yes, but the realistic answer is no.
