live feed with 5 second delay

I would like to set up a camera with a live feed to a screen, preferably as inexpensive and low-tech as possible, but I would like there to be a five second delay on the feed (could be a little more or less, it's for a sculpture). I would imagine i could set something up with an inexpensive webcam and some software, but I have no idea what program or how. Any advice?

No mention of wiring or video transport so my suggestion is you try google.com

I don't have any equipment yet, I would like to use a webcam and a laptop or something like that, but either way, inexpensive is key. Anyone have some real advice?

Use some instant messenger connection that has web cam support. Since you didn't reveal any connection use an EVDO card from Cingular or Sprint since that will work in most US cities (another detail left out.)

Get some Logitech web cam, the EVDO card and then test it.
