Lion Server - Best way to setup test server?

Hi all,
I would love to set up and test Lion Server in the least expensive way possible. I can buy a new mini for $999.00 to $1200.00 depending on the extras. But I would really like to setup an inexpensive test just to play with it. I work with Windows servers for a living and would really like to move some clients to the what I think would be a better solution for the smaller business where everyone has iPads, iPhones and their MacBook cousins.
I have the latest VMWare Fusion installed on an Intel iMac as well as on an Intel MacBook. Can I install the $49.00 App Store Lion Server as a virtual machine with Fusion? Or is this App Store download only useable on top of the Lion desktop?

Vmfusion runs about any OS so why not go for it?

be on the Mac to start with.
It is not a stand alone product in that it only adds Lion Server functionality to the Lion OS.
