Linksys Wireless-G Range Expander. (WRE54G)

Service provider and type: Verizon FIOS
Router: Westell provided by Verizon (Model = A90-9100EM15-10)
Range Expander: Linksys Wireless-G Range Expander. (WRE54G)Verison 3

Issue:

I have two range expanders installed in my house. The first one I installed is upstairs. It runs great and doesnt ever have a problem delivering speed. The second one is downstairs in the living room. The both have static IP address with the last octet being 50 and 52. Everything else in the house is DHCP but every time an ip address is requested it never goes over 20. The problem is that the one in the living room is a tad bit slow at times unless I have it sitting upright and have the antenna straight up. The second is that the link light sometimes flashs red for a second and then goes back to normal, but the speed is working fine....for now. I did not use the setup cd this time around on the second one I just assigned the IP through my browser. Has anyone else come up with this speed and link light issue?
