I would say you are asking for some sort of monitoring or protection for children on the internet.
There are a lot of discussions in the forums about this sort of monitoring, and one is here;

A guest does NOT have the privileges to install programs. Must be an unrestricted account to do this.
As for blocking them from going to certain places, I use a hosts file.

You can edit the hosts files to add your own places to it.
Example:
Your wife spends too much money on eBay. You can add to the hosts files
127.0.0.1 www.ebay.com
you may have to add the http:// also.
and presto, she can no longer visit ebay on this computer, and I repeat this computer only.
Another way to block guests is to use your wireless router, if you have on. Anyone that loggs into the wireless router cannoth access the websites you put in the list.
