There is a long list of reasons from sites that don't answer cell phone browser requests to missing entries in the cell carrier's DNS.
Not much new here but when it happens, if folk don't call it in, the carrier won't fix it.

What could cause limited or no access to certain sites only via smartphone. With the same WiFi access, laptops work normally.
Also using a neighbor's Wi-Fi on the same provider (century link) produces the same problem. Smartphone (note 3) works normally with other providers.
