The mother got the check. The girl was the third generation on welfare.

Got another story. Little girl (10 year old) gets her mother's welfare check. She takes it down to the store and cashes it and gets money orders to pay the bills. She gets up in the morning and gets her little brothers up and fed and goes to school with one brother. All this she does routinely and it doesn't bother her. What causes her stress is having to leave her little brother home with her drunk mom.

... should be limited to short term assistance for intact families or newly divorced custodial parents so that they can get on their economic feet. Nobody should be having kids that can't support them, so welfare should only be needed when something happens to that support -- breadwinner becomes unemployed, change of primary breadwinner, etc. There are other programs (food stamps, housing subsidies) available for the rare (these days) occasion of an unexpected addition to the family.

All others requiring public assistance should be living in community situations. No Section 8 housing subsidized private apartment and cash to spend as you wish. You have a dorm room (or perhaps adjoining rooms for kids) and everything else is communal. You have a job to go to, you go, or you go to some job training program so you can get yourself on your feet. You don't have a job? Your job is to run the community kitchen or take care of the kids, or clean community facilities, etc. No drugs or alcohol allowed on the premises. You don't get an assistance check to spend at will. Your basic needs are provided for, and those working at the facility or in training receive a small stipend. Social workers staff such facilities rather than making sporadic home visits so that they can see on a regular basis that the children are properly cared for and the money is not wasted. You will see how quickly women clamp their legs shut, and that is half of the equation.

... but perhaps have confused the issue with another. In terms of child support, there are many men that find themselves divorced because the wife didn't want to be married any more that cannot pay the large support payments. I also do believe that men and women should be equally responsible for their offspring. It is not unfair to expect both to contribute to the upbringing of the product of their recreation (and I limit comments now to those that fall in this category and that includes "steady boy/girlfriends" that are living together with no intent to marry), but it IS unfair to expect the male to be ultimately responsible while the female can eliminate all responsibility at her whim (abortion, "safe-haven" drop, adoption)

who was a counselor. She was saying that there was an epidemic of VD in that town, far higher than in cities. It was just a normal midwestern town, which he would not identify by name.

I think he scored a point or two with that angle, plus he showed her how much money it took to raise a baby. She still needed help, though, IMO, and he was going to offer it.

I brought up those because it woudldnt cure the problem, unfortunately, to get'em fixed.
