Library properties corruption

I'm running windows 8.1 and something strange has happened to my library properties after I transferred some pictures from my phone.
It started this morning when I tried to attach a picture to an outlook email, and outlook promptly crashed out.
After investigating I found that even in file explorer if I tried to open the Library pictures it would flash briefly and then close explorer and return to the home screen.
However if I navigated to c:\users\myname\pictures the folder opened properly no problem and all the pictures were there.
Deleting the new pictures made no difference
Resetting library defaults didn't help
System restore to an earlier date didn't help.
I created a new library pointing the same folder and that was OK.
Eventually I have deduced that the problem occurs if the library is set to optimise files for pictures. When I change the setting to general items it all works OK.
Having my picture library set to optimise for general items is a good work round but I'm confused as to why it no longer works as pictures.
Does that make sense to anyone ?
