LG-VS450PP software repair

i had an old LG-VS450PP that i done a factory data reset on, i no longer have service to the phone as it is an old phone. i w2as going to let my nephew use it to play free google play games on but since it has no service im unable to get past the program my phone screen. since it is a verizon nonsim phone. verizon telling me i have to activate the phone to program it. i have done all kinds of software downloads probably 40 or so, and nothing works. is there anyone who can explain in detail step by step instructions to get the programming completed without having service to the phone ?
