LG Shine Bluetooth Transfer Help

OS: Windows XP MCE
Phone: LG Shine (LG CU720)
Bluetooth Dongle: IOGEAR Bluetooth 2.0 USB Micro Adapter (GBU421)

So I installed everything, and I can send files from my computer to my phone but not from my phone to my computer. Every time I try it tells me "Fail to send to remote device. Retry?" Could anyone help me figure this out please.

a defect in it. I had to tke my daughters phone back twice. Got a replacement each time. It didn't work, then it worked, then it didn't.

Take it to the service center.

and they gladly replaced the phone, twice. If you search for bluetooth devices, most of the time it will just get stuck on that screen. The ATT person said the first time he saw it, he worked on it for 2 hours before he found out there was really a problem with the phone.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
