When I turn on the power, the TV starts up, I have 2 sec TV en then turn off. Then turn back on, and off, and on...

Either a TV Tech, electronics tech or engineer. Even then you would want the service manual. I'm seeing a lot of folk want to repair TVs but they seem to forget the basics. That is, the service manual. Some will even respond they want to fix it without the manual. We can do that. Call for service.
