Answer
15 minute startup time.

That was sadly normal years ago. You didn't reveal anything about the PC so either it's just an old PC or a newer PC with an issue.

We can't get into it without PC details. However the recurring causes are:
1. It's an old slow PC.
2. The HDD is failing.
3. There a lot loading at startup.
4. There are malware and more infections.
5. There are disk errors. Try CHKDSK /F /R /X on all drive letters.

It's likely to be one of the reasons given. Is there any chance to try a new much faster SSD in place of the old slow HDD?

If so, this means you seek help all the time. My bet is you have folk you talk to when you have troubles.

Take the ideas given here and talk with your friends that support you and ask them for help getting this work done.

Here's an article about changing old slow HDDs to SSD.
