Just fixed my wife's old dv7

Same symptoms. The laptop is 8 years old and the battery finally gave out. 30 buck fix. Worth it since it's an i7 laptop with SSD.

laptop will not start at all with out battery... i mean it will not start only with charger pluged in.... laptop is turned off, buttery is out, indicators light up that there is power from the charger but laptop will not start unless you connect empty battery.... and then says "pluged in, not charging" or will charge for three-five seconds and stop saying again "not charging"...... i am not expert on batterys but i would expect laptop to power on without the battery (battery disconnected) like my other laptops (old and new)

I don't expect all laptops to power on without the battery.

Most do, a few won't. I have at the off a few ancient Compaq R9000's and they will not start without the battery. They did that since new.

I like buttery products too but don't see how that applies here.

That is, after decades of owning, working repair shops I can share that when you tell an owner to try a new battery they will almost without fail not want it to be the battery. I've never figured out why.

In your case I can't find the make, model and age but the symptom matches a common cause. It's a shame too because it's far cheaper than what it could be next which is the motherboard. OK, do you want to change the motherboard first?

I'd try a new battery. How old is this one?

Problem with the Battery

If this the scenario then you must get the battery of your laptop changed, usually this kind of problem occurs when your laptop is quite old. If it is a new one you should definitely visit the company service center.
