It seems a very strange thing to be happening, and I would have suggested some sort of malware damage, but this seems specific to your Turbotax and .Net framework installation, and so I assume that uninstalling those could be uninstalled to see what happens.
But perhaps before you try that you could run the System File Checker to see if it can repair any system files. You may need your XP CD handy.

I have looked everywhere for help on this and better yet an explanation and I hope someone here can help. My wife downloaded Turbotax 2008 online and needed to install a framework update which she did. Ever since she has done that when you restart the pc the last icon on the desktop flickers and clicking other icons will not usually open them. In addition, the screen saver is disabled, you cannot select icons in things like control panel, the Firefox scroll bar does not work and various other problems. Clicking icons, opening and closing programs etc will usually bring it back to normal but there is no pattern as to what to select. I have run Spybot S&D and Avast! against the system and they found nothing, though I don't think this is a virus.Maybe a registry problem?
This is an old Dell 4400 running XP Home SP2. I couldn't say when the last Microsoft update was done as she controls that sort of thing manually.I suppose I could uninstall Turbo Tax and Framework and hope for the best. Unfortunately they were installed before the oldest checkpoint. Any help you can give would be greatly appreciated. Thanks
