Price gouging the government is an old and honorable tradition for everybody from academics to defense contractors.
As for the French and Germans and Russians, I think they can grant as many contracts as they want as long as their government pays for it.
According to the AP, 'the company apparently didn't profit from the discrepancy' and 'The defense officials said they had no reason to believe the problems were anything other than "stupid mistakes" by Halliburton'.
Also, who was their friend in the White House in 1997 when 'KBR had billed the Army for questionable expenses on its support contracts for operations in the Balkans'?
If they've tried to gouge the taxpayer, nail them to the wall, but don't try to make it a partisan political issue.
