Tell a little more.

Did it ever work?

And why not try other browsers?

only works in 64 bit

yes it did work until last week. the administer side works fine, but when we switch users it is user 2 that gives the issue. i am not very familiar with computer terms or ways but am teaching myself, so if i sound stupid or say something totally out whack please feel free to laugh until you cant anymore. but once user 2 is logged in, i will click on the internet explorer icon and instantly it says internet explorer has stopped working. i then go to the start panel and click on 64 bit and it will launch the internet with no problem. but then i cant watch netflix becuse, it says i need to download silverlight which is already on the admin side and will not let the 2nd user download it at all. as far as using another browser, im sorry but i dont quite follow you, here is where my ignorance is inserted.thank you

Ahh.

That helps. Many discover that any non-admin account doesn't work for everything. That's normal and expected. Try creating a NEW ADMIN ACCOUNT and test if it works in the new account.
