Laptop wanted

Want a laptop to make CDs from files, to transport, and to use primarily for wordprocessing, e-mail, and the usual. Must be reliable AND inexpensive with speed a plus. I'd love to draw and/or write without scanning.
Have had nothing but problems with PC after Apples, but now use PC programs [mostly MS and Sierra types] so what to do? Need to update from Win98.
Am technically challeged, and trying to take care of sick folks so need to boot up for more than computer maintance. Using voice or pen would be WONDERFUL, but caregiving [unpaid] limits my resources. Mobility is GREAT. A Mac portable was good before on-line became essential and I got a desk top PC [from a major manufacturer who gave poor support].
