Laptop screen won't turn off without also turning off tv

I have my Dell Inspiron 9300 laptop connected via dvi/hdmi to my samsung 720p plasma. I watch movies using VLC media player. When I watch a movie on the plasma screen, I want my laptop screen to turn off after a couple minutes of inactivity. I have tried changing the settings on the screen saver and power management tool. Unfortunately, any changes I make effect the laptop screen and the plasma tv at the same time.

Also, the tv says it is receiving a 720p signal at 60hz via dvi/hdmi. I want to have a much higher refresh rate than 60Hz. Is there any way to adjust the output refresh rate on my laptop dvi out?

Nope. There is no adjustment other than using Properties and turning the screen off. No way will it auto-blank only the screen and leave the TV on at the same time. It's not an option. Other than using the Function keys.

Only you can tell us the available refresh rates of the laptop video adapter.

Some things you just have to live with. Or buy new "stuff".

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
