At the office we used another laptop to test the battery in (lucky that we have many same models.)
There are many reasons for no charging but the most common is a non-maker charger to failed chargers and of course failed motherboards.
I rarely encounter the Windows issue because windows isn't running when the machine is off/shutdown and in that condition the battery should charge unless there is a broke part.

My laptop battery is at 8%. I plugged it in to the charger, but it didn't charge so when I checked, it said it's plugged in, but not charging. I've followed the directions for going into the battery section, removing the battery, and uninstalling the battery. I've done the scan for new hardware thing to make sure the driver is installed. None of these have worked. If I right click on my battery icon down near the clock, it says my battery is "good".
I have no idea what else to try. I have replaced the adapter cord before- maybe a year ago? That solved the problem when it was happening then, but now the problem is back. How can I know for sure if it's the battery that needs to be replaced or the adaptor cord? I have a dell inspiron laptop and Windows 7.
