laptop only starts in the "system recovery options", C drive

someone gave me a non-functional dell vostro laptop. at first, it only starts in the bios page. after i tried to dissemble the laptop, and put everything back in again. somehow, the laptop was running normal again, but it constantly went to the blue death screen, then restart itself again.

i tried to change some values in the bios. now this laptop can only restart itself in the "system recovery options." and the only thing that is working is the "start up repair." everything else was not functional. it used to have an option which i can reformat the whole hard drive again, but now that option is not available, either.

and the C drive or the dvd drive is inaccessible, even when i use the command screen.

so i don't know what is happening here, i don't have the recover cd.

when i tried to press the F8, it doesn't go to the safe mode, either. when i tried some recovery discs from something starts with a U which is similar to linux, that cd doesn't work, either.

so what should i do now?

extra question. suppose that the hard drive is not working properly any more, can i just buy a new hard drive, will the computer work again if i install the proper software again?

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
