Laptop Mouse Help

I have an Inspiron 1525 laptop with Windows Vista. I don't know where to find the settings to adjust the tap rate(I think that's what it's called but not certain.) When I type, the pointer jumps all over the screen and typing is taking forever. I know there's a setting to adjust for this but I don't know where to find it. I looked in the Control Panel under Mouse and also under Keyboard but nothing there I found. Also I can't scroll using the mouse on the laptop,only by actually clicking on the scroll arrows themselves. There is no external mouse,so I'm referring to the one on the laptop itself.

It was a driver issue and once new drivers were installed all is working again!!

try re-installing driver, or ck for driver updates on line.
