Laptop High CPU , Memory Usage

I bought a new laptop todaay HP 15q-by002ax running AMD APU 9420 3.0GHZ Processor with 4GB DDR4 Ram. I found a bit of lags while starting any program in which the pointer freezes for a second after only which, the window pops up. To troubleshoot the same, I opened the task mangaer and observed the stats where it shows 100% CPU Usage and above 100% Frequency almost 108-109%. thats too when I am not doing any hard core task in the background. Even when I shut off the that task too still it shows 90% usage. Please help me fix it. I even restarted the PC still no results. Help please

At 4GB memory will fill and CPU should work pretty hard.

Reviews on laptops that have this are not kind.

That out of the way, nothing looks terribly wrong here given the reviews and low RAM. Nothing seems to be in need of fixing. It looks like an entry level low RAM laptop.

You could try a factory reset to see if that helps and be very careful about what you add besides what is installed from the factory.

This is low end machine.
Your only hope is to go through all the stuff that's loading and running and start uninstalling or turning off stuff.
Your never going to make it speedy but you might give it a bump.
