Laptop constantly refreshing?

I can use my computer for a little while but after that whatever I have open will start refreshing over and over. I've restored it and run AVG, and both of those things stopped the problem, but only for a short time. I've noticed when I open task manager when this happens, that whatever tab I'm currently using the cpu number/percent column goes up and down rapidly. I've tried everything I can think of, which isn't a lot, and would very much appreciate any suggestions. I have no idea if the information below is relevant but I saw other people add it so there it is.

CPU: Intel(R) Celeron (R) N2830 2.16GHz, 2159 Mhz, 2 cores, 2 LP
1.5 years old

So I call it proper for the CPU to jump around like that. If it is the usual 2 GB RAM model, or the one with the 32GB storage I'd call this what it is and not fix it.

You may want to try it without AVG since AVG is now quite invasive and creates quite a load on a PC. If your PC is what I suspect, you should use Windows 10 Defender and at most a Web browser add on for another layer of protection.

Thank you For responding! I actually installed AVG after this problem started to see if it would solve the issue. Like most things I've tried it only worked temporarily. I'm not quite sure what you mean by not fix it. It starts refreshing to a point where I literally cannot use it. If I don't fix it I can't use it. I'm going to reset it again and stick to windows defender as you suggested. Usually it just starts happening again after a while but I'm going to hope for the best.
