What sort of college work will you be using the computer for ? The latest games - what genre ? If you are into serious gaming, then buy a laptop for games - fastest processor, plenty of RAM, fast video card(128 RAM),large screen... and the college work part goes with it. There is no ''best'',and with your price range, you will be able to get a very good ''college work'' laptop, but not a ''game'' laptop. Try increasing your price range at least another
