LAN and Wireless are connected but can't get onto the web

My Dell Inspiron 1520 laptop recently froze and I had to do a hard shutdown. When I started up again I could not get onto the internet. The LAN and Wireless connections both say they are connected but I'm not sending or receiving any packets. I usually disable my wireless via Computer Management when I'm using my music recording software, but now when I try to do that it just hangs. When I try to shutdown after that it hangs on the screen where is says "Windows is shutting down" and I have to do a hard shutdown. I tried re-installing the NIC drivers that I downloaded from Dell but it hangs during installation and I have to end task. I ran diagnostic tests on the NIC and it passes all of them. I tried doing a system restore to the point before the crash but that didn't help so I undid the restore. Another laptop works with the same router both wired and wireless so I don't think that's the problem. I feel like I've tried everything at this point. Any ideas?
