Two Reasons:
1.
Most likely your camera phone does not have the ability to focus or zoom
That means it can capture a photo quickly but it is quite limited in photographic ability and image quality.
Much like the old throw away film cameras.
2.
In low light situations without flash, to get a perfect exposure the camera must keep the lens open longer.
If the light is very low, the lens can be open for as long as a full second and cause a noticeable delay and also can cause a blur on the photo if the camera is not held motionless or the subject moves.
On the digital camera the camera must auto focus, before the picture is actually taken and saved.
The recommended method is to frame your shot, then press the shutter button half way down to focus the camera, then re-frame your shot and press the shutter button the rest of the way down to take the photo.
For problem #1:
If you prefer to just push the shutter button down in one stroke, you need to buy a camera with a short "shutter lag".
If you are looking for a low cost camera with a short shutter lag - check out the Canon Elph 100 HS.
It sells for about $100.
For problem #2:
You should use the flash.
If you don't want to use the flash, you need a camera with a bright lens and a larger sensor.
That means more $$$$..
One camera that does better under both circumstances is the Canon S95.
It sells for a little under $400.

why is it when i take pictures with my camera phone, that has no flash, it captures the image immediately. But when I turn off the flash on my digital camera, there is a lag between when i push the shutter to when it captures the image. why? and what do i need to look for in a digital camera, because i am in the market for a new one, for the lag not to happen?
