But there could be malware or overreaching antivirus suites. What other troubles does this PC have and what protection suites are in play?

Uninstalled then restarted and installed. the same.
The installer doesn't seem to finish, there is no end screen.
I don't have any antivirus, only the built in windows defender which doesn't warn

No story so things I'd try.

1. "new user" has a space in it. While legal I'd test if a new simple named local login account (make it an admin too) works or not. Here's how.
https://www.howtogeek.com/226540/how-to-create-a-new-local-user-account-in-windows-10/

2. Some odd W10 issues vanish after CHKDSK of all drives. Use the /F /R /X switches.

3. Macrium and Acronis? Pick one, keep one.

4. Not likely it but BIOS is from 2012. I'm surprised you only write about Kindle. Don't update but see if there is an update.

5. RAM is mixed models. Avoid that because it can cause odd issues. Try it with one stick for now.

6. 128GB SSD. I run into low disk space issues on these (folk bring me a lot of broke PCs.) Be sure to have about 50% empty.

7. The DNS is the router. Test it with another DNS like 8.8.8.8 or 4.2.2.1.

8. JAVA. If you don't use it, uninstall it.

Good luck!
