Keyboard will not load at startup so can't use Safe Mode

As the screen for Safe Mode neccessitates the use of the arrows on the keyboard. Is there any way of loading the keyboard first.

I have a machine like that.

Actually a few. Here's my workarounds.

1. Use the PS2 connected keyboard.
2. Try the BIOS setting for USB kbd and mouse. With 2 settings that 4 possible combinations so you have some testing to get done.
