keyboard properties (repeat rate)

hello, this morning i turned on my dell xps m1330 and went to start typing up a paper when i noticed that every time i tried to type a word with 2 repeating letters, such as gOOgle or leTTers, i would type go then the next o but it would not show up and i'd have to wait a second to type it in. the same thing is happening with the backspace key, so basically i can't use the same key twice rapidly. i went to the keyboard properties and messed around with them and still
