Not sure whether this will solve the problem but try going into;
Control Panel - Regional and Language Options
and change every option in all the tabs to English(United Kingdom)
you might need to restart your computer for it to make an affect.

It works great except for some reason it will all of the sudden replace lots of the punctuation keys with symbols like
