Keyboard double typing symbols

Hey, I have the Microsoft Sidewinder x6 keyboard and have had it for quite a long time now. My problem is that when i want to type fx '^' over an 'e' or any other symbol, that i have on my keyboard. I've had this problem once before on my old comp.

I haven't tried with a different keyboard, and solved it by getting a new computer.

My last thought is the keyboard repeat delay and rate in the control panel.
