That explains something else that I noticed on a TV interview after that story hit. It was with Kerry's superior, who turned down his first request for a Purple Heart for that. As the interview rolled on, he used the term "self-inflicted wound", and that description caught my eye.
Granted, if that was the case, it was "technically", but (surprise, Dave K.) I think that using it was a little out of line. I realize that Kerry did an end-run around him with his superior at his next base and he may have been a tad upset by that end-run, but it could have been explained clearly without the use of that term.
