KERNEL32.dll problems

Alright, I'm having a major problem running Windows XP. Whenever I try to run any program other than IE I get the error message:

"The procedure entry point CreateDirEctoryW could not be located in the dynamic link library KERNEL32.dll"

Now I'm no genius, but I think something has gone horribly wrong... is there any solution? Thanks.

No, I haven't been running Kazaa. This error started up shortly after I installed Norton Antivirus 2006, but I'm not sure whether that has anything to do with it.
