when i start my HP windowsME a box pops up with message: KERNEL DL.001..WHAT DOES THIS MEAN? MY COMPUTER IS ALSO CONSTANTLY LOCKING UP OR SLOW. I HAVE DSL.

That looks suspiciously like the signature of a virus, but that shouldn't be possible because you have a virus scanner and have kept it up to date, right?

YES I HAVE NORTON ANTIVIRUS

Have Norton, but what about the stuff that's not a virus?

Trojan dialers, Adware, Spyware, and more are not detected by Norton AV because "it's not a virus."

Followup your scans with tools like Adaware, Spybot, Cwshredder and a second opinion from Housecall.
